im struggling to find an "add border" type button in photoshop

or is this another layer?

Very helpfully, PS puts this under the 'Edit. menu and calls it 'Stroke'. I don't use this method so what I am about to write may not be the best way of using it (ie. may be complete bollocks, but it will work). open a picture and bring up the 'Stroke', menu.



If you want the border inside the canvas all you need do is choose width and colour and location > 'inside' and that's it.

If you want it 'centered' or 'outside', you must first expand your canvas to accommodate whatever width you want the stroke to be. e.g.. If you want a border of 50 pixels 'outside', go to 'Image' > Canvas Size, select pixels from the drop down menu, increase your width and height by 100 pixels, click the centre of the anchor area, which will centre your picture in the expanded canvas, then go to the stroke menu and add an outside border.

If you want a border like this, which is 50 px white 'outside', 5 px red 'outside', and another 50 px white outside, you would need to do the Canvas Size. then stroke, three times.
